Last year alone, in a community that had experienced an average of fewer than three homicides annually over the previous 25 years, Gresham experienced seven homicides — six of them gang-related. That's despite stepped up efforts by law enforcement to address the rise of gangs near and in Gresham: The East Metro Gang Enforcement Team , launched nearly a decade ago with hefty financial support from the Legislature, logged nearly 1, gang-related contacts in while documenting new gang members.
In the first three months of this year, 34 more gang members were documented as new — bringing a total in east Multnomah County to gang members. If you multiply each documented member by three or five associates, as law officers do, the total gang presence in east Multnomah County surges to well over 1, members.
Gresham, meanwhile, is in the crosshairs. Dozens of gang sets — clusters of a few to many gang members each — follow established east Multnomah County street gangs: the Bloods, Crips, Surenos, Nortenos, White Supremacy and Outlaw Motorcycle Gang. Meanwhile, the gangs fight less over turf anymore than illicit and dangerous lines of business: drugs and human trafficking. Nobody has figured a way out of this. But Gresham is trying. Last week the city sponsored its first Gresham Gang Prevention and Enforcement Summit , at which Gresham Police Chief Craig Junginger told the crowd of prosecutors and community activists: "Gang activity has permeated our city from north to south, east to west," The Oregonian's Maxine Bernstein reported.
But several of the participants agreed that law enforcement alone won't fix things. Prevention from gang membership in the first place is increasingly seen as the frontier in pushing back against the outlaws. This leads us to look at the various explanations of how these expressions were derived. It isn't a reference to the breed of dog, ugly though they are, but to 'pug' as a shortened form of 'pugilist'. Boxers were often battered and disfigured. As to 'plug-ugly', frankly, no one knows.
